Dr. Elba Garcia has served include: Minority and Municipal
Affairs; Arts, Education and Libraries; Government & Minority Affairs; Health,
Human & Youth Services; and the Homeless
Task Force.
Dr. Garcia helped craft and implement the City of Dallas
Comprehensive Plan and helped put in place the
city’s current recycling program.
Additionally, she worked with the Environmental Committee to bring
about the LEED standards for City of Dallas buildings.
Dr. Garcia has also been a delegate to the state and national
Democratic Party conventions.
